About NULCA

Formerly known as the National Utility Locating Contractors Association, we are now “Nulca – representing utility locating professionals”. Nulca was formed in 1994 by several contract locating companies to advance locating throughout North America. In 1996, Nulca published its first Competency Standard for training utility locators. This guideline has since become the industry standard and is now in its fifth revision. It serves as the basis for the Nulca Accreditation/Certification program, rolled out in March 2016 through a partnership with NSF, the industry leader in safety-based risk management solutions and verification.

Nulca also works closely with numerous industry associations and organizations to prevent utility damages as well as to promote safety and enhanced communication. Nulca will continue to work to promote professional locating from the individual technician to the largest company. Our members include contract locators, in-house locators, pipeline companies, private locators, SUE contractors, vacuum excavators, regulators, one call systems, manufacturers and suppliers and many others.

NULCA Leadership

Officers

Terry Fordham, Utiliquest, Inc.

President

Terry has over forty (40) years of leadership experience supporting our nation’s underground infrastructure with roles in telecommunications, construction and the utility locating industry. He has held management positions with increasing levels of responsibility and has been a proven advocate for the damage prevention industry. His roles include Engineering and Engineering Management, Inventory Management, Contract Management and ground level Construction and Underground Locating Operations Management. Terry also proudly served on the Board of Directors for GA811 for ten (10) years holding leadership roles as the Vice Chairman and Chairman of the Board and in this role worked with other State leaders to help drive the direction of infrastructure protection in Georgia.

Currently Terry serves UtiliQuest, LLC as their President and dedicates his time on Nulca’s Executive Committee as the Secretary.

Troy Holzworth, Stake Center Locating

Vice President

Troy Holzworth Is a 36 year veteran in the utility locating and construction industry. He has painted the ground and managed locating contracts from Alaska to the Florida Keys. Troy worked as an inspector for the Montana DOT from 1984 to 1991. He then took a quality Control positon with a major heavy highway contractor in Montana, Riverside Construction. In 1992 he became the first manager for startup locate contractor in Kalispell, MT, he held numerous positons in that organization to include Executive Director of Operations, He managed over 1200 outside employees as it changed ownership and grew into a National services provider . In 2011 he founded Summit Utility Services, LLC with an investor who was the founder of Riverside Construction, with a single contract in South Dakota. Summit has now grown into a regional services provider having performed underground construction on Fiber projects, CATV projects and water line projects in addition to providing locating services.

John Krueger, Krylon, Inc.

Treasurer

Mr. Krueger is a 20 year veteran of the paint and coatings industry. He joined The Sherwin Williams Company in 2004 and has held numerous positions. He became involved with the Krylon Industrial Group in 2018 partnering with customers in the underground utility marking industry and is currently the North American National Sales Manager for Krylon’s Locate/Construction Segment.

Ron Peterson

Executive Director

Ron Peterson is the current Executive Director of Nulca. Ron has been involved in the industry for over 20 years with extensive experience in locating and damage prevention. He has been involved with NULCA since 2003 as well as with the Common Ground Alliance since its inception. Ron was the recipient of the 2007 Ron Olitsky Award given each year to the CGA’s “most valuable member” and the 2008 NUCA Associate of the Year for his work in damage prevention.

Harley Hartman

Secretary

Harley Hartman has been with ELM since 2000, bringing 24 years of expertise and a deep understanding of field operations to the company. He began his career at ELM as a Locate Technician, transitioning from over a decade in cattle ranch management. Holding positions from Tech, Trainer, supervisor and Area Manger. By 2006, Harley was promoted to South Dakota State Manager, and in 2007 became State Director of Colorado and New Mexico. In 2010, he took on the role of Utah State Director. His operational insights and leadership abilities led to his appointment as Vice President of Operations in 2012, followed by Executive Vice President of Operations in 2021. In January 2022, Harley was named President of ELM.

Originally from Billings, Montana, Harley brought over 10 years of managerial experience from North Rupp King and Rush Creek Land and Live when he joined ELM. He holds a background in Ranch Management from the Vocational Graham School and ABS Global. Harley is also actively engaged in the utility industry, with involvement on the National Utility Locating Contractors Association (NULCA) board for the past two years and contributions to the Common Ground Alliance (CGA) through various best practice committees.

Dean Parker, Hinshaw Culbertson

Legal Counsel

Mr. Parker joined Hinshaw & Culbertson LLP in June 1979. He is the Leader of one of the firm’s two Business Transactions Departments. In that capacity, he provides guidance for the group’s attorneys in a number of practice groups, including Commercial Transactions; Real Estate & Construction; Special Assets, Bankruptcy & Reorganization; and Estate Planning. He is a past regional director.

Mike Marrero, USIC

Past President

Mr. Marrero serves as a Regional Director for USIC, LLC. USIC is America’s leading provider of utility infrastructure locating services. Mike has over 20 years of utility locating experience in the US and Canada. Mike is an active member of the CGA where he is a member of the Education and Marketing Committees. Mike is also involved in managing the International Utility Locate Rodeo as master judge. Mike served in the United States Army Reserves for 6 years as a Medic and is a veteran of Desert Storm.
